The Ministry of Human Resources and Social Development launched the developer Nitaqat program, which is one of the most important pillars and pillars of the Ministry’s strategic transformation initiatives, most notably in line with the labor market strategy, which aims to develop and raise its efficiency, provide decent and attractive jobs for male and female citizens and increase the share of their participation in the labor market.


The Nitaqat developer program offers three main advantages: The first is to establish a clear-sighted and transparent resettlement plan for the next three years, with the aim of increasing the organizational stability of private sector establishments.


While the second depends on the direct relationship between the number of employees and the required localization ratios for each establishment through a linear equation that is proportionally related to the number of workers at the establishment, instead of the current system of Emiratisation ratios based on the classification of establishments into specific and fixed sizes. The third simplifies program design and improves the customer experience by integrating the categories of activities with common characteristics to be 32 activities instead of 85 activities in domains.


This program is in line with other Emiratisation programs launched by the Ministry, as it will contribute to providing more than 340,000 jobs until 2024.


The Ministry confirms that the program was developed in partnership with the relevant government agencies and with the private sector, which is an essential partner in designing labor market decisions.


It should be noted that the first version of the Nitaqat program was released in 2011; To stimulate the localization of jobs and set a minimum wage for Saudis in the private sector, where the beginning was by increasing the minimum wage to 3000 riyals, then it was raised to 4000 riyals at the beginning of the second quarter of this year.
